David Acevedo — General Manager, Chief Project Estimator
Summit General Manager and Chief Estimator David Acevedo has more than 20 years’ experience in the construction management and superintendent fields. He attended the University of Texas at San Antonio, completing a Bachelor’s in Architectural Design in 1986. He has also completed successful minors in Computer Aided Design and Drafting (CADD), Computer Graphics, and Database Management.
Mr. Acevedo’s extensive experience includes complete, on-site construction management and land development. He’s an expert in accurate takeoffs, estimating, budgeting, contracting, purchasing, and invoicing. In his time with Summit, Mr. Acevedo has been involved in over 20 projects, and is currently guiding several in-process jobs.
From start to finish, Mr. Acevedo manages every phase of construction for Summit, and assigns on-site project supervisors for every job. He regularly coordinates with architects, engineers, developers, bankers, contractors, inspectors, city officials, decorators, and agents. Mr. Acevedo is one more reason why, from inception to final inspection, Summit is the builder you can trust…the builder to rely on.
Carlos Leal — Design/Project Estimator
Carlos Leal is a Project Manager and Design/Project Estimator at Summit Building & Design. He adds more than 20 years’ experience to the Summit team. He completed an Architect Degree from Technologico de Nuevo Laredo, Tamaulipas, Mexico, in 1997. He also finished a multi-year ‘English as A Second Language’ program at Laredo C. College in 2004. He’s also completed courses in AutoCAD R14 (1997) and ArchiCad (2006).
Mr. Leal is an accomplished professional with proven expertise in Design, Drafting, Estimates, and Project Coordination. He brings that expertise to bear on every project, regularly working with architects, engineers, inspectors, and city and county officials on Summit’s behalf. He’s skilled in accurate takeoffs, estimating, contracting, purchasing, and invoicing. And he’s one more reason why at Summit, we can guarantee that we never compromise on quality—we deliver it.
Armand Vanlor — Project Manager & Estimator
During his 15-plus years of experience, Project Manager and Estimator Armand Vanlor has managed several multi-million-dollar commercial construction projects. He completed an Associate’s Degree at Laredo Community College in 2005, and has several professional development courses to his credit, including courses in Leadership Thought Quality, and Microsoft Projects Scheduling. He also has a 30-hour OSHA Certification.
Mr. Vanlor adds strong project management skills to the Summit team, along with additional expertise in estimating, scheduling, purchasing, construction consulting, and field supervision. He also has extensive experience with budgeting and quality control, submittal review, and customer relations. And he takes pride in holding a perfect safety record, with no major incidents in the course of his career. Mr. Vanlor provides a critical piece of Summit’s foundation of expertise, enabling us to build quality into every job we do.
Estela Arguindegui — Architectural Consultant
Estela Arguindegui has over 20 years’ experience in architecture, construction, and project management. She currently serves as Architectural Consultant and Project Manager at Summit Building and Design. Ms. Arguindegui’s first formal training in architecture came from the University of Florence, Italy. She completed a Bachelor of Science in Environmental Design at Texas A&M University in 1985, and a Master of Architecture at Texas A&M in 1988.
During her career, Ms. Arguindegui has been involved in all levels of architectural construction management, including: Building programming and design; city compliance codes; contract drafting; schedule and workload preparation and coordination; modeling and drawing; and more. Ms. Arguindegui’s project management experience includes relocation projects for numerous software and retail companies, financial institutions, animation studios, and government offices. Ms. Arguindegui is an expert planner and manager, with a deep belief in Summit’s commitment to quality, teamwork, collaboration, and family.
Sandra Saenz — Controller
Summit Controller Sandra Saenz has been part of the Arguindegui Oil family since 2003. She started as Accounting Financial Supervisor, working in that position until 2015, when she joined Summit as Accounting Administrator. She transitioned into her current role shortly thereafter.
Ms. Saenz holds an Associate’s Degree in Applied Accounting from Laredo Community College in Laredo, TX. She’s currently working toward a Bachelor of Business Administration from Texas A&M International University in Laredo, TX.
Ms. Saenz has spent most of her professional life with the Arguindegui family of companies, and we couldn’t be prouder to have her. She adds almost 20 years’ expertise in accounting and finance, having made great strides as a professional even as she’s helped build Arguindegui and Summit Building and Design. She’s a dependable, steady hand at our financial wheel, playing a vital role in Summit’s commitment to total transparency and total accountability.
Cecilia Ramos — Office Administrator
Cecilia Ramos is the Office Administrator for Summit Building & Design. Educated at Texas A&M International, Ms. Ramos completed a Bachelor of Science in Business Administration in 2008. She also holds an Associate’s Degree in Applied Science from Laredo Community College, Laredo, Texas.
Ms. Ramos adds considerable business management experience to the Summit team and strong people skills. She has a proven record as a manager and leader, with experience in accounting, inventory control, loss prevention, cash reconciliation, team management, and sales and marketing. Ms. Ramos works hard to maintain a high standard of communication and excellence in all she does for Summit Building & Design. She’s adept at effectively coordinating the various aspects of each Summit job, juggling and balancing the needs of multiple priorities, deadlines, and parties. Ms. Ramos is one more reason why Summit can deliver on our promise of quality with every client we serve and every job we do.
Teresa Beltran — Accounting Administrator
Accounting Administrator Teresa Beltran completed her formal education at Dr. Leo G. Cigarroa High School, Laredo, Texas. Fluent in English and Spanish, Ms. Beltran is certified by OSHA in the handling of hazardous materials. She has almost 30 years’ experience, and has worked in Human Resources, Accounts Receivable, and Accounts Payable. She has also served as a Branch Administrator for United Rentals, the largest equipment rental company in North America.
From administrating employee benefits, to the management of customer-collections accounts, vendor accounts, and safety audits, Ms. Beltran is expert at tracking, organizing, and maintaining company records. She’s an important part of Summit’s commitment to effective budget management, and integral to our mission of value and quality.
